No. It's all energy based, the more he advances or reverses time, more and more energy it requires.

Okay, let me clarify. When Ben (pun on Big Ben) advances time to rust a metallic object, it does not take so much energy.

But when he advances time on, say a human, the amount of energy depends on how long he advances time, example, to age a person a minute it would require the same amount of energy that he exerts in a minute, plus the energy he uses to do that.

Oh, and when it comes to reversing time, it uses the amount of energy exerted by THAT person in the amount of time, plus Ben's own energy.

Basically:
energy exerted by affected person within time from Ben + Ben's own energy to use the ability = total output

To summarize:

To Accelerate Time	The energy Ben exerts in that time and activation energy
To Reverse Time	The energy the affected uses in that time, from Ben plus activation energy.
